A layer of an element, which is currently selected or being edited, can be set in the Layer drop-down list available in the Style group of commands in various tabs of the ribbon near the button of the Layers command:

When using the textual interface, the layer drop-down list is available in the System toolbar.
The list also allows to change the parameters of any layer by clicking in the appropriate cell. Cells indicate parameters of layers using the same icons, as in the Layers window. The last line in the list allows you to create a new layer.
Moreover, you can edit a layer in element's parameters dialog.
